Leopoldo Martinez Nucete

Leopoldo Martinez Nucete (1964) is an international lawyer, private equity expert, writer, social entrepreneur on Latino empowerment, and a former Congressman in Venezuela. He was the Co-Chair of the DNC Hispanic Caucus, and during the Biden-Harris administration a Presidential Appointee serving as Counselor at the U.S. Department of Commerce, as well as President’s Biden Nominee to IDB Executive Director before the Senate.

Martinez Nucete graduated from Universidad Católica Andrés Bello UCAB (JD ‘87), Harvard Law School (LLM ‘89), Princeton University School of International Affairs (MCF ‘96) and the University of Miami Law School (LLM-Tax ‘07). He was also a Professor of Law in UCAB and UCV (Caracas), and a Visiting Scholar at Harvard Law (1995).

Leopoldo Martinez is the Founder of the Center for Democracy and Development in the Americas, IQLatino and was the founding Chair of Latino Victory Project. Martinez Nucete served on the Board of the Small Business Commission of the Commonwealth of Virginia, as well as on the Board of Visitors of the University Mary Washington. He is also a Board member of the Sorensen Institute at the University of Virginia.

In 2017, Leopoldo Martinez Nucete served in the Government Transition Committee for the 73rd Governor of Virginia Ralph Northam. He authored the books Democracia Económica (Princeton Academic Press, 1996) and 94 Paradoxes to think about the XXI Century (Editorial Dahbar, 2020). He is a prolific writer and commentator published or consulted by the WSJ, Fox News, Univision, El Nacional, HuffPost, NTN24, El Nacional, Americas Quarterly, El Pais, and many other media outlets. He is also frequently published by expert publications in international tax and finance, including “Venezuela’s Sovereign Debt Restructuring: The Elephant in the Room (The Journal of Investing, 2018).

Leopoldo Martinez Nucete has been in leadership positions with large international law and accounting firms, and possesses extensive experience advising Fortune 500 companies, Minority Owned businesses, private equity funds, Multi-Latina corporations, and non-profit organizations. Martinez Nucete received the Sabino Arana Award in 2025.
